It’s A Group Project–Managing Local Governmental Agencies

What Still Applies?

It’s been thirteen years since I delivered this presentation at the annual conference of American Society for Public Administration in Washington, D.C. For a few years there after, I made the same presentation to graduate students of public policy and administration at Northwestern University, the University of La Verne, and the University of California, Riverside. The question today for practitioners, scholars, and students alike, is to ask what is still relevant today? What should be added? What should be modified and redefined?

Much of the wisdom contained in this presentation came from many of the academic and practitioner members of the former International City/County Management Association (ICMA) Advisory Board for Graduate Education, and The Network of Schools of Public Policy, Affairs, and Administration (NASPAA). The reader will note, that some of the standards discussed here go back to the early 1990s. Regardless, I posit that the relevance of the points contained here, are even more applicable to today.
